Octavio is a Mexican college professor involved in supporting environmental struggles in Mexico. He co-founded and participated as member of the National Assembly of Environmentally Affected Peoples' council of representatives from 2008 to 2014, a grassroots convergence space for local communities fighting for environmental justice in Mexico. He also coordinated the thematic hearing on environmental devastation and peoples' rights during the Mexican chapter of the Permanent Peoples' Tribunal Mexico chapter, from 2011 to 2014. From 2018 to 2024 he was part of the Executive Committee in charge of designing and following up a national transdisciplinary research program oriented to water justice in Mexico.
